Low pressure describes performance; it does not identify a leaking pipe by itself.
A useful diagnosis begins by separating pressure from perceived flow. A clogged aerator or cartridge can make one faucet weak even when supply pressure is adequate. A restriction may perform acceptably at low demand and fail during several simultaneous fixtures. Static pressure, operating pressure, fixture flow, elevation, and the comparison between affected and unaffected outlets describe different parts of system performance.
Leaks are only one source category. A large pressurized loss can reduce service and create meter movement, but many concealed pinholes do not produce a noticeable pressure complaint. Closed valves, corroded piping, regulators, meter conditions, booster problems, municipal changes, and demand can create stronger pressure symptoms without a leak. The evidence should support water loss before walls, slabs, or underground lines are opened.
In multi-story buildings, the same reading has different meaning by floor and pressure zone. Pumps, tanks, regulators, elevation, and shared risers may be designed to create controlled differences. Comparing the affected unit with appropriate references and building records is more responsible than applying one universal pressure expectation. Mechanical equipment and municipal boundaries may require separate qualified evaluation.

One affected outlet with normal references favors local components. Several fixtures, units, or floors justify branch, riser, pressure-control, demand, and loss testing.

Stable meter behavior with pressure loss may support restriction or controls. Unexplained no-use movement and isolation response support a leak boundary that needs location work.
Plumbing or building-equipment scope
Local valves and branches may fit plumbing repair. Booster pumps, engineered zones, tanks, complex controls, and utility conditions may require building mechanical or utility specialists.

A pressure reading is not a complete engineering evaluation of the building system.
Results depend on gauge location and accuracy, fixture condition, simultaneous demand, elevation, valves, regulators, pumps, tanks, municipal supply, pipe size, and the available comparison points. One reading cannot certify all zones or prove concealed leakage.
The service does not automatically include booster-pump repair, roof-tank work, fire protection, utility-side work, engineered pressure design, code certification, or whole-building repiping. Those conditions require separate ownership and qualified scope.
